The purpose of this studywas to determine if there is value in using web conferencingtechnology to provide students with access to internationallearning activities or ways to internationalize the curriculumfor students who are unable to travel abroad. This formativecase evaluation is the first in a series of iterative studies aimedat developing a viable, sustainable, technology-based solutionthrough design-based research. The Online Learning Consortium’s (OLC) Quality Framework is composed of fivepillars that support successful online learning: access, studentsatisfaction, faculty satisfaction, learning effectiveness, andscale (Online Learning Consortium2017). Using the OLCQuality Framework, this formative case evaluation focuseson both quality (student satisfaction, faculty satisfaction, learning effectiveness) and value added (access, scale) whenweb conferencing technology was used to allow participantsin the USA to participate live in study abroad activities in aglobal health management course in Brazil. Researchersfound that web conferencing technology appears tobe a viablealternative that provides its own set of benefits to students inhigher education. Using the OLC Quality Framework to ex-plore the evaluation questions revealed both success factorsand areas for improvement in each of the five categories pro-moted by the international professionalorganizationdedicatedto the advancement of quality online learning
